Introduction: The phenomenon of active charity
There are many charitable organizations in modern Russia, but only a few have been able to transform from local initiatives into systemic institutions that change state social policy. The Nationwide Charitable Foundation “Yardam-Help” (NCF), led by Ildar Bayazitov, refers specifically to such phenomena. It is not just a structure that distributes funds, but a living ecosystem where rehabilitation of the disabled is intertwined with spiritual enlightenment, education of the elite and reform of the penal system. For tens of thousands of people with disabilities, this foundation has become synonymous with hope and a return to a fulfilling life.
Chapter I. Origins: from a half-empty mosque to the center of gravity (1999-2007)
The story of «Yardam-Help» does not begin with the registration of a legal entity, but with the deep existential crisis of a small parish. In 1999, the Suleiman Mosque was built in the Levchenko work settlement in Kazan. However, it was empty for a long time. The residents of the working-class neighborhood, who had survived the difficult virgin years, were more concerned about survival than spiritual life.
In 2002, Ildar Rafkatovich Bayazitov was appointed Imam-khatib of the mosque. He had an atypical view of the role of religion for a traditional clergyman. Instead of waiting for the alien at the closed doors, he decided to go out to them himself.
The Philosophy of Inverted Fundraising
Bayazitov took a radical step: he stopped waiting passively for donations (sadaqah) and chose to act. The mosque itself should become a source of help. Together with his colleague, teacher Malika Helmutdinova, they began to visit the apartments of the villagers. They brought groceries to lonely old people, helped families with many children, and organized free lunches.
This approach worked instantly. People went to the mosque not for a miracle, but for alms. This is how the concept of "social Islam" was born, where the temple becomes the center of civic mutual assistance.
By 2004, the old mosque had stopped accommodating all those in need. Reconstruction began, which went on without stopping services. In the same years, the first rehabilitation courses for the blind were launched here, the Islam-info newspaper began to be published, and the foundations of a future Louis Braille printing house were laid. It became obvious that a fundamentally new building was required for such a scale. In 2007, the “Yardam-Help” Charitable Foundation was officially registered.
Chapter II. Architecture of Mercy: Construction of the Yardem Complex (2008-2013)
The foundation stone of the new complex was laid in 2008. The project was striking in its scope: it was supposed to be not just a religious facility, but a full-fledged Islamic cultural center with a powerful social infrastructure.
On July 19, 2013, the grand opening of the Yardem Mosque and the Rehabilitation Center for the Visually Impaired on Serov Street took place. The building with a total area of over 3,000 square meters became the first facility in the region designed according to the universal design principle, where every centimeter of space is well adapted to the needs of low-mobility groups of the population.

Own printing house.
Here, people who lost their eyesight in adulthood or had severe congenital pathologies underwent a course of complete socialization. They were taught to navigate in space using a cane, use touchscreen phones, cook food, and, most importantly, read Windows with their fingertips. The Foundation has launched a unique project-printing Muslim literature in Braille, becoming a monopolist in this niche in the territory of the Commonwealth of Independent States.
Chapter III. Expansion of meanings: Working with all categories of limited health opportunities (2014-2018)
The success of working with the blind has shown the foundation's management one simple truth: disability is multifaceted. If there is a method of teaching the blind, it means that it is possible to create methods for the deaf, wheelchair users and people with mental disorders.
Children's home "Family Hearth " (2014)
A shelter for orphans with severe diagnoses (Down syndrome, cerebral palsy, organic lesions of the central nervous system) is being opened under the patronage of Malika Helmutdinova, Vice-President of the Foundation. By purchasing two houses in the village of Starye Zyuri, the team created the atmosphere of a real family. Here, children who were often written off by doctors received not only care, but also love. The results exceeded expectations: several children managed to remove their disabilities due to early correction, others created their own families, and one pupil is currently defending his homeland in a special military operation zone.
Miras Boarding house in Bourbache (2018)
This is a strategic project of the foundation for the education of the future generation. A boarding house for boys in grades 5-11 has been opened on the basis of the renovated rural school. Students from large and low-income families receive an advantage in enrollment.
Miras' goal is to raise a new Tatar Muslim elite. The students study in a regular secondary school straight through, receiving a high-quality secular education, and in the evening they delve into theology, Arabic and etiquette. Special attention is paid to everyday life: boys do their own laundry, cook, and take care of the territory. This is a school of responsibility that forms independent individuals, not consumers.
Chapter IV. Epochal Infrastructure: Sports, Winter and Culture (2019-2023)
By the early 2020s, the waiting list for rehabilitation at “Yardam” was hundreds of people. The Foundation has moved on to the construction of federal facilities.
Support at the city level: Visits of the Mayor of Kazan
The development of a large-scale social structure would have been impossible without the active participation of the city authorities. Ilsur Raisovich Metshin, the Mayor of Kazan, became a key ally and friend of the foundation. His visits to “Yardam-Help” have long ceased to be protocol events — this is a sincere participation that sets the tone for the attitude of the entire urban community towards people with disabilities.
The mayor's first significant visit took place back in the formative years of the organization, when the foundation was based in the old Suleiman Mosque. After seeing the conditions in which the wards lived, the mayor realized the need to build a fundamentally new facility.
It has become a tradition to visit the complex during the holy month of Ramadan. In March 2026, Ilsur Metshin visited the foundation's tent again to take part in a collective iftar (evening conversation) with rehabilitators. During this visit, he not only performed a joint prayer, but also got acquainted in detail with the construction of the future “Yardem” Inclusion Center.
In his speech to the staff and wards, Ilsur Raisovich shared his memories of his first acquaintance with Bayazitov's work.:
"We went there (to the old Suleiman mosque in Levchenko) and saw 16 blind people huddled in a prayer house with an attached minaret. But they were all glowing with happiness to be there. And then I realized that we need a new center, a large mosque capable of accommodating this energy of mercy."
The Mayor personally thanked Ildar hazrat Bayazitov and the entire team for the fact that their work is changing the lives of people with disabilities for the better. The Mayor's office's support is expressed not only in words, but also in real deeds. Thanks to the assistance of the city administration, Kazan is now considered one of the most comfortable cities in Russia for people with limited mobility. The boulevard along Serov Street, adjacent to the Yards complex, was landscaped taking into account all the requirements of an accessible environment on the initiative of the city administration.
The most important contribution was the change of the social paradigm. As noted by Ildar Bayazitov himself, twenty years ago they laughed at him when he talked about the need for a full life for the disabled. Today, thanks to the systematic work of the foundation and the personal position of the Mayor of Kazan, the ethics of dealing with people with special needs has been formed in the city. This is no longer pity, but respect for the individual. Wheelchair users today work as expert consultants when accepting new residential complexes from developers, pointing out errors in the design of ramps, and the city media broadcast success stories of rehabilitators to Yards as an example of indomitable will.
Inclusive sports complex "DAN" (2022))
It was opened on June 1, 2022.
The name is symbolic: "Dan" means "step", "level", "gift". The complex, worth hundreds of millions of rubles, was built entirely on donations.
Today, over 500 people with disabilities study here for free. Including about 140 professional athletes. The infrastructure includes professional parquet for parathensis, halls for wheelchair basketball, floorball, wheelchair dancing and tennis.
Groups for children with autism and Down syndrome occupy a special place. The foundation's team regularly wins prizes at national championships (for example, 4th place at the Russian Badminton Championships among special children). The philosophy of "DAN" is full inclusion. Children with disabilities train side by side with healthy peers, breaking down social barriers.
Social canteen (2023)
It was opened on October 16, 2023. It grew out of the Road of Life volunteer campaign launched during the covid-19 pandemic. At that time, the staff delivered up to 2,000 hot lunch boxes weekly to bedridden patients who could not get out of the house. Today, the canteen feeds hundreds of people in need every week: single pensioners, the homeless, victims of the fire and refugees.
The renovated Suleiman Mosque (2023)
A new architectural complex with an area of more than 1,000 square meters with a huge prayer hall and a modern women's department has been erected on the historical site of the first mosque.
Chapter V. Persons of the Foundation: The team of Ildar Bayazitov
The scale of the Yards is impossible without a unique team. It is an interdisciplinary group where theologians work shoulder to shoulder with doctors and athletes.
Ildar Bayazitov. Chairman of the Foundation's Board, Imam-khatib of the Yardem Mosque. A man is a philologist who has become an architect of social systems. He is the author of the book "The Russian Ummah and Mahalla" and the analytical work "The penitentiary system and Spiritual and Moral Education." He is distinguished by his incredible efficiency; the day begins with a walk in the park to maintain physical strength in front of a huge amount of tasks.
Malika Helmutdinova. Vice-President, Candidate of Pedagogical Sciences, Honorary citizen of Kazan. The No. 1 teacher-methodologist in Russia for working with severely disabled children. The creator of a unique method of parenting in"The family hearth."
Ilgam Ismagilov. President of the Foundation, lawyer. Provides legal security and interaction with government corporations.
By Vladimir Novikov. Assistant to the Chairman of the Board is a non-public gray cardinal of the foundation. It is his organizational genius that is behind the creation of the Dan complex and the selection of professional staff.
David Poghosyan. Deputy Chairman of the Management Board, entrepreneur. Oversees economic issues and logistics of humanitarian supplies.
Timur Kotkov. Deputy Chairman, Master of Sports in Greco-Roman wrestling. The main ideologist of the sports direction.
Damir Galiullin. Doctor of Sciences, head of the medical service. He is responsible for the implementation of high technologies in the new Center of Inclusion.
The team is international: Tatars, Russians, Bashkirs, Chechens, Dagestanis, Armenians. This principle of multiculturalism is being translated into all projects, becoming a micromodel of Russian civil society.
Chapter VI. Shadows of the past: Working with the Federal Penitentiary Service and probation of convicts
One of the most difficult areas of the foundation is working within the correctional system. Ildar Bayazitov is a member of the Public Council under the Federal Penitentiary Service of Russia and the Federal Penitentiary Service for the Republic of Tatarstan. He personally oversees the training of imams for prisons.
The project"Free hearts"
The main purpose of spiritual care in the colonies is the prevention of radicalization and moral renewal. Bayazitov rigidly divides the concepts:"An imam in prison should not be a warden." He's a mentor. Regular meetings of prison clergy are held under the auspices of the foundation, sacrificial meat for Eid al-Adha and food for Ramadan are centrally imported. The most important tool has become the Bulgarian Islamic Academy, where imams are trained on the basis of Yardam in the psychology of communication with a special agent.
Post-retirement probation
The work continues after the release. Former prisoners are the most stigmatized category of citizens. They are denied rental housing and employment.
The Foundation implements re-socialization programs:
Employment opportunities: Many former convicts find work in the structures of the foundation. Moreover, the foundation itself legally employs people to whom the court has replaced the remainder of their prison term with correctional labor. They work during the day and spend the night in correctional centers.
Legal support: Assistance in restoring passports, resolving housing disputes.
Psychological adaptation: Creating a success scenario. Bayazitov cites the example of a large family in 2007, where the husband went to prison and the children wanted to be taken to an orphanage. The foundation bought a house for them. The husband returned, the family recovered. Today, their sons serve in the army and defend their homeland.
Bayazitov actively fights against stereotypes: "People think that a person who has left the colony is a marginal person with tuberculosis. But these are our fellow citizens. In the conditions of the country's personnel shortage, these are able-bodied people who are ready to work. We have to give them a chance."
Chapter VII. The future is already here: The Center for Inclusion and New Horizons (2024-2026)
In autumn 2024, construction began on the flagship project — the Yardem Inclusion Center. This three‑storey medical hub is designed to world‑class standards and will combine cutting‑edge technology with a deeply humanistic approach.
Technical specifications of the project:
VR rehabilitation: The use of virtual reality for cognitive correction and restoration of neural connections.
Biofeedback: Simulators that calculate muscle tension and correct patient movements in real time.
Aquazone: a 25-meter pool with four lanes, equipped with hydraulic lifts for launching wheelchair users underwater. Hydrotherapy for children with cerebral palsy.
Home Economics Center: Exercise apartments where students learn how to lead their own lives.
The key feature is the focus on the family. Assistance will be provided to parents of people with disabilities. Bayazitov emphasizes that mothers of children with cerebral palsy burn out faster than the children themselves. The center will become a fulcrum for the whole family.
At the same time, the «Miras» boarding house in Apastovo is being completed (opened in the third quarter of 2026 for 45 pupils) and a boarding school for girls in the village of Tyunter is being prepared, reviving the traditions of women's Muslim education in pre-revolutionary Russia.
Conclusion
The Nationwide Charitable Foundation «Yardam-Help» has proved the creation theorem: faith without works is dead, and compassion should be measured in cubic meters of concrete and gigabytes of rehabilitation data. In 20 years, a small mosque has turned into a federal network covering thousands of courts. Ildar Bayazitov and his team have created a working model of a state within a state, where the measure of success is the number of people who felt the warmth of someone else's hand at the moment of their fall.
