Malika Helmutdinova: Practitioner and theorist of rehabilitation of the disabled

Malika Rafkatovna Helmutdinova is one of the most prominent and authoritative figures in the field of rehabilitation and social adaptation of people with disabilities in Russia. Her work is unique in that she successfully combines large-scale practical work with deep scientific research, being at the same time an outstanding organizer, teacher, author of unique methods and a theorist of social pedagogy.

She is not merely the head of charitable foundations and rehabilitation centers; her personal philosophy and professional journey are inextricably linked to the mission of serving the most vulnerable people. Her contribution to the development of the rehabilitation system for the disabled in Russia is unique in that she successfully combines large-scale practical activities with deep theoretical understanding, creating working models of assistance and describing them in her numerous works.

From Centre-Based Practice to System-Wide Transformation.

 Malika Gelmutdinova, a dedicated practitioner, was among the founders of Tatarstan’s major rehabilitation projects and has been instrumental in shaping their growth. She is the co-founder and vice-president of the National Charitable Foundation «Yardam-Help», the founder and director of the educational and Rehabilitation center for the disabled, as well as the General Director of the Autonomous non-profit organization "Disability Support Center". Under her leadership, programmes are implemented for people with a wide range of medical conditions, including the visually impaired, wheelchair users, individuals with cerebral palsy (CP), and those with musculoskeletal disorders.

 The key feature of her approach is its systemic nature. 

In 2016, under her leadership, the "Let's Support each Other" project was launched, aimed at adults with disabilities (aged 17 and over), for whom access to care infrastructure is sharply reduced after adulthood. The project has proven its relevance and continues to function successfully. Amid the COVID-19 pandemic, Malika Rafkatovna spearheaded the shift to cutting-edge online rehabilitation courses that integrate audio and video content with psychological support — this expanded access for many more individuals requiring assistance.

A special place in her practice is occupied by work with children. 

In 2014, she took under her care 13 children with disabilities from children’s homes in Tatarstan, and her “Family Hearth” project became a model for the organization of foster families. She is the mother of 15 children in total, 13 of whom are adopted children with disabilities. Her personal example and experience formed the basis of many author's methods of socialization and adaptation. This step was not just an act of mercy, but also a practical laboratory for developing methods of socialization and adaptation of children with disabilities in a family environment. • "Talking Hands” — for people with hearing impairments.

• "Let's support each other" — for wheelchair users, people with cerebral palsy and diseases of the musculoskeletal system.

"The Foundation's main activity is social work aimed at improving the quality of life of people in difficult situations. “Rehabilitation for different groups of individuals with disabilities is a key priority for us,” she notes. Her parliamentary activity is a logical continuation of her social mission, transferred to the level of city government. Deputy activity and legislative work Malika Rafkatovna was elected deputy of the Kazan City Duma first of the fourth convocation (2020-2025), and currently represents the interests of citizens already in the Duma of the fifth convocation. She represents Gagarin constituency No. 9 and is a member of the United Russia party faction. Her authority in this area is so high that she was also a member of the Public Monitoring Commission of the Republic of Tatarstan, where she monitored the observance of human rights in places of forced detention, which indicates her deep understanding of human rights activities.

 Thus, as a deputy of the Kazan City Duma, Malika Helmutdinova successfully combines legislative work with public activities, using the powers of an elected person to solve the same tasks that she has been engaged in all her life: helping people in difficult situations and creating a more just society.
